Consistent review of and changes to federal and state sentencing guidelines, more humane pre-trial bargaining by prosecutors of low-level offenders, increased used of probation instead of jail time, and a more judicious application of bail practices would do far more to reduce the incarcerated population.

The recent riots at the for-profit Kingman Prison in Arizona are focusing renewed attention on that state legislature’s long, cozy relationship with the private prison industry. Prisoner unrest the July 4th weekend left 15 wounded and forced the transfer of 1,000 inmates to other facilities. The same facility, run by Management Training Corporation, suffered a major riot in 2010. The repeated failings of for-profit prisons have led Arizonans to ask some big questions.
Congratulations to Columbia University student activists in the group, Columbia Prison Divest, who successfully launched a campaign protesting their school's investment in private prisons. Columbia University will sell its roughly 220,000 shares in G4S, the world's largest private security firm, as well as its shares in the Corrections Corporation of America (CCA), the largest private prison company in the U.S.
