Last night David Cameron’s government lost a House of Commons vote on a measure designed to approve—-in principle-—military action in Iraq pending a report from UN weapons inspectors. This was the first defeat of a government motion related to military action in modern times. The UK Parliament voted—-what about US Congress?

The symposium contributions were written before a large-scale poison gas attack with many casualties in the rebel-controlled Ghouta suburbs of Damascus on August 21, 2013. Likewise, they were all written before Washington's deployment of military forces to the region and its virtual announcement that military action is forthcoming. Twenty-nine years ago the Turkish government was burning Kurdish villages and scattering refugees throughout the region. Some 45,000 people—mostly Kurds— lost their lives in that long-running conflict. Today, Turkey is negotiating with its traditional nemesis, the Kurdistan Workers Party (PKK), and trying to cut a peace deal that would deliver Kurdish support to Turkish Prime Minister Recep Tayyip Erdogan’s push to amend Turkey’s constitution and prolong his rule.
The first step would be for Washington to put intense pressure on Saudi Arabia, the Arab states of the Persian Gulf, and Turkey, to halt the flow of weapons to the Syrian rebels, while simultaneously getting Russia and Iran to do the same. A concerted, worldwide diplomatic effort along those lines could work, but there’s zero evidence that President Obama has even thought of that.
Governments in Washington, London and Paris should realise that in one respect the slaughter by chemical weapons of hundreds of people in Damascus on 21 August is an opportunity as well as a crime. It is an opportunity because the chemical weapons atrocity and the crisis it has provoked show that the Syrian civil war cannot be left to fester. The use of poison gas is the grossest sign, but not the only one, that the level of violence is spiralling out of control.
