While the fast-food movement may not be close to persuading McDonald’s to adopt a $15 minimum wage, even the campaign’s critics acknowledge it has achieved some of its goals by prompting a national debate about low-wage work and nudging various cities and states to raise their minimum wage.
The mess was codified in 1966 when restaurant and other tipped workers finally got included in the Fair Labor Standards Act. But instead of one fair wage, the law created a second tier: tipped workers who could be paid a subminimum wage.
Cambodian garment workers have been engaged in militant workplace actions to demand higher wages. Despite anti-union violence, including killings and arrests, workers continue to strike for better wages and working conditions.

Historical discrimination, demographics, and public funding have left home care workers at the very bottom of the American work hierarchy. The wages these workers earn are painfully low: the median salary for a personal care aide is $19,910 annually, or $9.57 an hour; a home health aide earns $20,820 or $10.01 per hour. On the Bureau of Labor Statistic's list of 30 fastest-growing jobs, personal and home care aides are the worst paid.
